The project
When Linc Housing Association, identified the former Duke of Clarence Pub site in Canton, Cardiff as an opportunity to deliver much-needed affordable housing, they recognised the potential to create something truly transformative. With a £2.6 million investment and support from the Welsh Government’s Social Housing Grant Programme, Linc Housing Association envisioned establishing a development that would provide high-quality affordable housing in a prime Cardiff location.
TC Consult was appointed to manage this ambitious transformation from inception to completion, bringing our comprehensive project management and quantity surveying expertise to bear on what would become a flagship development of 17 energy-efficient apartments for affordable rent.
The challenge
The derelict pub, which had become a conspicuous eyesore in this vibrant Cardiff community, presented multiple complex challenges that would require expert guidance to navigate successfully. The former Duke of Clarence Pub site sat in a prime location close to Cardiff city centre where affordable homes were desperately needed, yet the development had to overcome significant construction and logistical hurdles.
One key challenge was the presence of party wall agreements in place with two neighbouring properties, which led to extensive discussions and meant there was an emphasis on careful construction around these boundaries to ensure nothing was damaged. Additionally, a Traffic Regulation Order was in place that resulted in road closures, creating the need to navigate deliveries around a busy area while maintaining good relationships with the local community.
With the rising cost of living making decent, well-insulated homes more important than ever, the project also needed to incorporate energy-efficient design while meeting Welsh Government standards.
The solution
Our role as trusted advisor meant ensuring that every aspect of the project was carefully managed to overcome these complex challenges while delivering quality affordable housing within budget and on time. TC Consult’s approach focused on proactive risk management and maintaining constant communication with all stakeholders.
The party wall agreements required meticulous coordination and ongoing dialogue. Our team maintained constant communication with the party wall surveyor who represented the neighbouring landlord, ensuring that all construction activities around the property boundaries were carefully planned and executed to prevent any damage to adjoining properties.
Managing the Traffic Regulation Order and associated road closures presented another significant challenge. This involved extensive community liaison as well as meetings with highways departments and utilities bodies (Is this a term that would be used?). Our team worked closely with Willis Construction to coordinate delivery schedules around the road closures, ensuring minimal disruption to the busy Cardiff location while keeping the local community informed and on side throughout the construction process.
Working closely with Linc Housing Association and the contractor, we developed a comprehensive project delivery strategy that addressed these logistical challenges while incorporating the fabric-first approach required for energy efficiency. This required careful coordination with the design team, contractors, and regulatory bodies while maintaining project momentum and budget control.
